National Analysis of Safeguarding Adult Reviews

Local Government Association (LGA) and the Association of Directors of Adult Social Services (ADASS) as Partners in Care and Health.

In December 2020 the Local Government Association (LGA) published a landmark study highlighting the findings of the first national analysis of SARs in England since the implementation of the Care Act.

This second national analysis of Safeguarding Adult Reviews (SARs) in England was published in July 2024. The purpose of the analysis was to identify priorities for sector-led improvement as a result of learning from SARs completed between 2019 and 2023, a period of time that included the COVID-19 pandemic. The analysis builds on the findings of the first national analysis, published in 2020, which considered learning from SARs completed between 2017 and 2019.

Taken together, the analyses provide a significant knowledge base about adult safeguarding in England across all types of abuse and neglect. They highlight both the shifts that have taken place and the challenges that endure.

The full reports and executive summaries are available on the LGA website. The LGA website also contains a range of briefings in relation to the SAR National Analysis for a range of audiences including SAB Chairs and Managers, senior managers, practitioners, as well as for individuals and families.
